All New & Refurbished Trains in the EU to Offer 4 Dedicated Bicycle Spaces

October 2, 2020 - For the first time in the history of the EU, railway companies will be obliged to provide dedicated space for bicycles on all new and refurbished trains. This is the outcome of the negotiations for the recast of the Rail Passengers’ Rights and Obligations Regulation that ended today. ECF intensively advocated over the past 3 years on the strengthening of the existing regulation which didn’t include any enforceable provision with regards to bicycles.

Although the final agreement falls somewhat short of what we had hoped for, we welcome this change as a move in the right direction by improving the multi-modal system approach of combining trains and bicycles.

The requirement will enter into force 4 years after the adoption of the revised regulation. ECF research had indicated that on 53% of the fastest train connections between major European cities, bicycles were not allowed on board. This figure is now expected to decrease over time as rail companies will bring new and refurbished rolling stock unto the market equipped with a dedicated space for bicycles.

Under the regulation, railway undertakings will be encouraged to establish, and keep up-to-date, plans on how to increase and improve the transport of bicycles, and other solutions encouraging combined use of railways and bicycles. These plans should also determine the adequate number of spaces for bicycles on each train service. Member States and/or rail companies can opt to go beyond the minimum required by the EU Regulation. Germany’s new ICE trains all come with a dedicated space for at least 8 bicycles. Requiring rail companies to allow at least 8 bicycles on every new and refurbished train, as originally proposed by the European Parliament and advocated by ECF, was vetoed by several Member States.

ECF will publish a detailed analysis of the regulation once it will be made available in a consolidated version.
