California’s Statewide eBike Voucher Program Quietly Ends Despite Strong Popularity

November 3, 2025 - The California Air Resources Board (CARB), that oversaw the popular statewide e-bike voucher program, recently voted to end the initiative without notice of any kind, reports Streetsblog CAL.

The remaining $17 million of the original $30 million allocated by the legislature was rolled into the state’s “Clean Cars 4 All” Program.

“CARB’s decision to absorb the remaining funding from the E-Bike Incentive Project into Clean Cars 4 All is a telling political moment—one that mistakes “cleaner cars” for genuine progress,” according to California Bicycle Coalition (Calbike) – read more here.

The demand for e-bike vouchers in the state was so high that the website crashed each time the voucher program opened, with as many as 100,000 people trying to grab 1,500 vouchers when the program launched in December 2024. At the second round in May 2025, approximately 128,000 applicants attempted to join the event for 1,000 available vouchers – read more here.

The concept of the California E-Bike Incentive Project began with much promise, but unfortunately the initiative was plagued with scandal and incompetence.
