City of Toronto Proposes Over 20 km of New Bike Lanes and Bypasses Provincial Ban

November 28, 2025 - The City of Toronto has released a new report indicating that city staff propose the construction of over 20 kilometres of new bike lanes at a cost of just over $30 million despite the Ford government’s attempts to crack down on new cycling infrastructure reports Toronto Today.

The new bike lane plans don’t require the removal of any vehicle lanes and thus are compliant with the province’s Bill 212, and newly enacted Bill 60, which curtail municipalities’ ability to build new bike lanes.

City staff are proposing to narrow several car lanes to create enough space for the bike lanes to fit along the side of the road.

Two of the biggest projects include adding lanes to a six-kilometre stretch of Kingston Road in Scarborough and a two-kilometre portion of Keele Street in North York.
