California Governor Newsom Signs SB 1167 to Protect Consumers and Legal eBikes vs eMotos

October 1, 2026 - (California, USA) Some good news to share: California Governor Gavin Newsom has signed SB 1167 into law. Authored by Senator Catherine Blakespear, SB 1167 draws a clear line between legal e-bikes and the high-powered electric devices too often marketed as e-bikes, giving consumers clearer information about what they’re buying while protecting California’s established e-bike rules.

“I thank the Governor for signing my bill, SB 1167, which ensures that consumers know if they are buying an e-bike or something else that goes much faster and carries greater risk. Bicycle safety starts with knowing what your bike can do and following the safety requirements that come with it. The popularity of e-bikes has raised safety concerns across California as they have flooded city streets,” wrote Blakespear on LinkedIn.

E-bikes are helping Californians get to work, take their kids to school, and make everyday trips more joyful. Protecting consumers helps keep that momentum going.

“Parents should be able to shop for an e-bike without having to investigate whether the product lives up to its description,” said CalBike Executive Director Kendra Ramsey.
