October 18, 2026 - On July 15, Hawaii became the latest state to modernize its e-bike laws to improve safety for electric bicycles and micro-mobility devices.

The measure establishes a regulatory framework that updates definitions, sets basic operational safety requirements, and creates agerelated standards, such as helmet rules for minors.
It also bans the use of high-speed electric devices exceeding 750W or operating at speeds over 28 mph (45 kph) on public roadways, bicycle lanes, travel paths, bicycle facilities, or other public areas, including streets, highways, or sidewalks. If the violator is under 18, enforcement may be directed at the parent or legal guardian, or addressed through non-monetary corrective action.
The new law requires manufacturers and distributors of electric bicycles to affix a label permanently to each electric bicycle that displays the electric bicycle’s classification number, top assisted speed and motor wattage.
It also requires distributors of electric bicycles to provide the purchaser of an electric bicycle with a booklet or pamphlet detailing the state laws that regulate the use of electric bicycles.
