eNews – Nova Scotia Premier Threatens Use of Bill 24 Over Bike Lanes

September 28, 2025 - Halifax made headlines in June as city council voted 12-5 to continue moving ahead with its bike network, defeating a motion by Mayor Andy Fillmore who had asked to temporarily pause awarding new design and construction contracts for bike lanes.

Council Sam Austin noted his disappointment in Fillmore’s motion, which was not supported with any evidence or details, while Council Laura White said the motion wasn’t in line with the municipality’s strategic plans.

However, in August, the council reversed its staff’s recommendation to proceed with a bike lane on Morris Street that would have turned the street into a one-way road. The recission of the motion was brought forward by Fillmore, who argued that new and more current data was needed as the traffic study used was years old.

In addition, Nova Scotia Premier Tim Houston had threatened to use new legislation, Bill 24, that gives the province authority over municipal transportation decisions.
