NYC Mayor Adams Plans to Implement 15 mph Speed Limit on eBikes Amid Safety Concerns

June 9, 2025 - NYC Mayor Eric Adams plans to institute a 15 mph/24kph speed limit on e-bikes citywide amid growing concern over safety reports the Daily News.

“I have heard, over and over again, from New Yorkers about how their safety — and the safety of their children — has been put at risk due to speeding e-bikes and e-scooters,” Adams said in a statement issued on June 4.

The news apparently caught Lyft, the rideshare giant that administers the Citi Bike fleet for the city, by surprise but Adams’ spokeswoman, Liz Garcia, disputed Lyft’s statement, stating, “Lyft was briefed by DOT and spoke multiple times to City Hall reps.”

In NYC most e-bikes are limited 20 mph/32 kph, but Class 3 e-bikes are allowed to travel up to 25 mph/40 kph on New York City’s streets and bike lanes.

Citi Bike’s rental e-bikes are allowed up to 18 mph/29 kph as required by the city’s Department of Transportation. In Europe e-bikes are limited to 25 kph.
