eNews – Manitoba Enacts 1-Metre Safe Passing Law for Cyclists and Highway Workers

May 3, 2026 - On Jan. 1, the Manitoba government enacted Bill 38 that includes a one- metre safe passing law for cyclists, while increasing road safety for highway workers and travellers by bringing the Highway Traffic Amendment Act (Traffic Safety Measures) into force.

Bill 38 amends the Highway Traffic Act to establish clear rules for drivers when passing cyclists and winter maintenance vehicles, and the bill gives tow truck operators options to enhance their safety while working in traffic.

The bill establishes three road safety initiatives, setting clear rules for motorists around winter maintenance vehicles, requiring a safe passing distance for cyclists of at least one metre of space when passing, and enhancing safety for tow truck and roadside assistance operators. Operators may place cones and signs to alert drivers and divert traffic from work zones.

The Manitoba government developed these amendments after extensive consultations with industry representatives, law enforcement, municipalities and advocacy groups.
